So long as the three of them shifted the blame to Leon, Fletcher, and Howard may not arrest Leon but

displeasure.
"He is right! The Dragon Corps has always emphasized evidence. Without any proof or legitimate
reasons, you can't just capture US. Once we get to the Dragon Corps, we are going to complain about
you to Mister Orpwood!" Milo and Enzo agreed along.
"Why you!" Fletcher and Howard were both furious.
Still, Diego was right.
The Dragon Corps rarely intervened in fights between martial artists.
Though the three of them ambushed Leon, Leon did not suffer any injury and the three of them were
the ones who got beaten up in the end.
It was understandable that Diego and the others could not accept getting arrested.

Diego and the others now questioned Fletcher and Howard for abusing their authority and even tried to
shift the blame to Leon.
Both Fletcher and Howard found this hard to accept and wanted to silence Diego and the others by
telling them who Leon truly was.

about who he was so long as they were unable to relay this information to the Western Boss.
